I'm 5'6" (at best) and have been very happy with a Volae Sport.  I believe
it's the small frame, and I have no trouble reaching the pedals or the
ground.
Best advice is to call Hostelshoppe and speak with one of their
salespeople.  I worked with Jessie, who is extremely knowledgeable and a
pleasure to work with.
