Margaret, is there a reason you didn't report trying any LWB bikes?  
There are many that are eminently suitable for short-legged people,  
including most Easy Racers models, RANS LWB models with 20" front  
wheels, and others.

There is a SWB that may suit you: the Rotator Tiger, which is pretty  
darn small, and I believe can be made in a 16"-wheel version if you  
are smaller than I think. There is at least one member of the club  
who had or has one, Carter Brown in Woodmere, LI. I don't know if his  
is available to try or not, but it sure seemed small to me.
